Job Summary

The Manager of Integrated Work and Resource Planning is a key leader in Electric Operations that leads a team of Transmission and Distribution (T&D) Managers in the development, maintenance and utilization of short-term (current month), mid-term (current year / next year) and long-term (5-10 year+) Integrated Work and Resource Plans, which represent a physical workforce of 1,100 people and an annual budget of $700M (Capital and O&M).

The Integrated Work and Resource Plans optimize the workforce, for both in-house and contractor resources, to efficiently execute planned work volumes in alignment with the budget, the asset management strategy and the unit completion plan. Through direction, guidance and influence of department Managers, this position ensures all T&D areas are consistently operating from the most updated Work Plan information, and that the highest priority work is executed within each department.

This position monitors work management system information to ensure backlog volume is sufficient to support effective execution of the Integrated Work and Resource Plans, and directs work preparation and estimating Managers to produce sufficient volume where gaps exist.

This position leads Work Plan and Resource Plan compliance review meetings, identifies areas of opportunity, and guides Managers on strategies and tactics to increase performance where required.

Job Responsibilities

  • Lead and coordinate all Directors, Managers and Decision Makers across Electric Operations and Construction and Operations Services areas to optimize $700M annual Work and Resource Plans, with focus on:

  • ensuring the work plan is developed and maintained in a way which promotes execution of work in alignment with the budget, the asset management strategy, and the unit completion plan

  • assurance that support organizations are adhering to work plans to provide all deliverables required for timely execution of planned work volumes

  • early identification of potential work plan and resource conflicts, and timely implementation of corrective actions

  • Lead T&D Managers and Directors in decision making to optimize the size, makeup and allocation of physical resources for a workforce of 1,100 employees. Ensure accurate and effective allocation of capacity for both in house and contractor resources across all operating territories. Develop, implement and maintain long term staffing strategy for critical work force roles.

  • Develop Key Performance Indicators (KPIs) which drive island wide work force operating efficiency and provide Senior Leadership and LIPA with data driven strategies to ensure alignment between the work plan, the budget, the asset management strategy, the unit completion plan and resource levels. Lead in execution of workforce optimization activities.

  • Lead in the development, maintenance and distribution of pertinent work planning information required to achieve continuous improvement in all areas of Work Planning such as work plan variance, schedule compliance, overtime, utilization, safety and productivity. Initiate and lead in the integration of information into all operating and support areas to drive data driven decisions such as optimal contractor levels, clearance schedules and unit milestone schedules.

  • Develop and maintain work plan model identifying items such as, areas of the business to be included in the integrated work plan, levels of sophistication to be maintained within critical path method (CPM) scheduling tool, and the optimal allocation of planning and scheduling resources.

  • Other duties as required to fulfill key responsibilities.

Job Specific Qualifications

Bachelors Degree: Construction Management, Engineering, Business, Economics, Finance or related degree

8 years of experience in Construction Work Planning, Portfolio Management, Work Management

Minimum 3 years supervisor and/or management experience

  • Or in lieu of degree 10 years of experience in construction work planning, scheduling and resource planning with a minimum of 3 years supervisory or management experience.

Demonstrated leadership capability to coordinate Director and Manager level employees for efficient development and implementation of short, mid and long term strategic initiatives.

High level proficiency in process analysis and optimization, with the ability to creatively solve problems and implement process improvements. Must be highly effective with change management implementation.

Verified ability to independently manage multiple initiatives in different phases of discovery, development, deployment and maintenance

Requires expert level skills in business and financial analysis and modeling, project management, and risk analysis.

Requires demonstrated ability to be persistent, persuasiveness, and display strong history of successful negotiation through oral and written communication and effective presentation skills.

Must have excellent interpersonal and team building skills, and be adept in the area of conflict resolution.

Experience developing key reports and integrating business information in a self-service analytics environment

Proficiency or ability to quickly become proficient with BI toolset (ea. Tableau/Tableau Server)

Familiarity with the development and implementation of Capital, O&M, Third Party, and Surcharge budgeting.

Proficiency with Microsoft Office Suite (Word, Excel, Power Point, Outlook, SharePoint) .

Desired:

Master’s of Science in Business Administration, Construction Management, or equivalent

NY State Professional Engineering License, PMP Certification, or similar accreditation

Knowledge of SAP System notification logic, work order logic, plant maintenance and/or customer service modules

Experience and knowledge of utility operations

Experience with Primavera P6
